Valve's card drop algorithm may have changed (again)

There is no other way to do it to discourage abusers unless they set up some other system for how many refunds, or how often you get them. There are people that would buy games, idle it for cards, and return it immediately over and over again if Valve would let them. I assume they may already do some system, or will eventually for legit refunders and it might be like a 30 day lock if you get a refund, or more than 3 in a month for instance. It hurts the market economy immensely to let people get refunds after card drops with no penalty.

People that have a pattern of refunds I see no problem with making them work a little harder to get their cards to try and hold back on refunds. It's not like they are legit refund reasons. They will be gettign refunds most of the time for games they don't even install, so they have no legit reasons to get the game. It would cut out a huge market on Steam of impulse buyers, and ruin the market for those cheap "gamees for cards" games that developers are doing now. Tehree are a lot of solid games at those prices. It's not all Greenlight rubbish. So they should at least get some income for it if they are going to have them like that. Not to mention that card prices would drop to $0.04 each across the ENTIRITY of the market if this policy lets anyone get refunds after drops.
Many wrong things with your case:
- When refunds became available, you'd get cards only after 2h, thus being no more elegible for refunds, making no difference to the economy

- Last but not least, no one wants to get refunds after drops. No one who has asked for a refund in the past has done so after drops, since it was impossible. So I'm being punished for something that maybe I could do (and I wouldn't, because I keep games just for the cards, and for the chance of getting boosters), while people who've never asked for a refund before now see an opportunity to mess up with the market in ways that previous "refund-requesters" never could.

Sorry to say that is incorrect, there is under many circumstances Valve has refunded after the 2 hours and after card drops.

For example my friend gifted me a game, I tried playing it for over 2 hours hoping there was more to it I was missing and since it was a gift I wanted to try and get time out of it. He realized the game was broken so asked if he could get a refund I said sure go ahead. I left the cards in my inventory hoping Valve would just take the cards instead of me selling them, he got his refund and Valve never took the cards.

There is a few other games friends of mine have played that have refunded after 2 hours and had cards in which Valve allowed the refunds.

Valve was not 100% sticking to 2 hours only, this did allow people to get card drops and refund so nowhere near impossible to do.

Refunds are being speculated because it so far seems that anyone who has requested cannot get any drops under 2 hours currently while those who have experienced being able to have not have refunds. Still waiting for someone to say the opposite has happened for them. Almost everything else has been debunked so just process of elimation trying to figure out what factors are in at the moment.

You would be the first to have never requested a refund but not getting under 2 hours (well at least reporting it) if that is the case, which adds more interesting data to what I've collected so far from people :)
I did the two games individually. The one game was bought from the store (Woodle tree adventures) and it dropped all 3 cards in 45 minutes. The next game I tried on the account was one that just got cards added Doors Mountains of flesh which was added to the account with a key a little while ago (couple of weeks maybe) and they didn't start dropping until 2 hours and finished in under 3.

So some games still are dropping under 2 and some aren't that I find interesting. Still makes me wonder if anyone who has gotten a refund before can get any games to work under 2, need someone to report on that eventually as well. So far all have not been able to that have chimed in.

At least I know now there is something stopping some games from dropping before for the people who can get some under 2 hours to work.

This is one of the hardest changes I've seen to figure out what the connections are.

Edit: Sorry for poor structure of my post, it's almost 6 am so not completely awake.

I am convinced they have implemented it randomly :) Seems like every possible theory has someone who it doesn't apply to. Even I have experienced getting cards fast for one game and then the 2 hour penalty for another. Some are speculating that refunds are involved, but I have never requested a refund. It feels like the change they made is either very buggy or hasn't been implemented on all their servers (crazy theory, I have no knowledge of how steams network is built for card drops, etc).

Some things that seem to be ruled out as an individual factor on my reddit thread include:

Region
Level
Years of Service
Badge totals
Game amounts

Which left refunds as the current one I was exploring, then also considered all of the individually ruled out ones being possibly factored in a mix of multiple variables to make a sort of good-standing type of restriction.
