Could you post a screen grab of your Badges page showing that you have drops remaining?

It's a bug and should not function that way. Not the first, doubtf it'll be the last.

Free-to-Play games do not give cards just for adding them to your Library, you must spend 9$US for each drop.

Games from giveaways/raffles/gifts will give cards.

Double check your Badges page to make sure you have drops remaining. The yellow boxes in this image show the correct location to check.

Did you download all the files (don't need the folders), or just Start.exe?

Try running it as an administrator.
