The line around your profile is blue not green which means steam isn't seeing the game as being played. Close everything, sign out everything and try again - check your steam client to make sure it thinks the game is playing.

i mean when i'm playing, cards drop so late. all of my friends drop 5 min 1 hour, when i using 3 hour- 12 hour

Have you ever refunded a game?

If so it will always take 3 hours before first drop (which slows down the whole process) because people used to idle games for 2 hours 50 minutes and then refund it and sell the cards for profit.

Valve didn't like people taking money from their profits. So if you ever refund an item, you permanently cannot get card drops prior to the 3 hour (point of no-refund) mark.
