I can only guess the things that can effect card drop frequency, it could be amount of time since the game was last played, amount of hours it was played previously or some other obscure metrics I'm unaware of.
The other thing is Valve servers get bitchy if you access them too much, for example I see errors if I look at too many steam market item pages too soon or if I visit too many store pages too soon. There are cool-down triggers to prevent over-use all over the place and the last thing we want is more http 500 errors being applied or Idlers getting blocked completely. Worst case scenario is your account getting banned, not worth risking.
I don`t have like an average for that but it drops about 1 card every 3 minutes.
Sometimes, I agree that even if it`s your first time idling in a day, Steam won`t drop cards. But once I realize that I just close the app, give it some time, and get back.
I wasn`t idling anymore because I didn`t have more games for that (yes, I did for about 300 games). But once a got new games, here we are.
