The program, Idle Master, does not give you any cards itself. It checks your badge list (which is controlled by Steam/Valve) and if you have any unclaimed drops given to you by Steam, it will assist you by imitating the game and allowing you to claim the drops. STEAM is giving you the cards. not Idle Master.
This "error" is what the program outputs when you have nothing left for it to do. It's going "You're all up to date, Idling is completed!"
If you want the program to work again, you will need to purchase games or acquire games from giveaways and add them to your account, adding new cards to your account for the program to find and then get steam to gift you.
