This only applies to games which cost money on the steam store, steam doesn't give you cards for free-to-play games without you spending a small fortune on dlcs or in-game purchases.

i knw but look at my badges padge,
alot of them which are paid aret half full

Perhaps you sold them or traded them previously. I can't get the same view of yr badge page as you get, it doesn't show me your incomplete badges.
Maybe the account has been restricted if you haven't increased the balance in the last year.
