not really, I think they both should be added, because that is how steam send them

0. Simultaneously idle all games that haven't been idled before* (30 at a time) for either 5 minutes or for 3 hours* depending on account age+refunds. Wait 1 minute before next steps.
1. Periodic switch, each game once for 10 seconds.
2. Clear Queue.
3. Pick 30 Games with the most card drops remaining.
4. Simulaneously idle games for 30 minutes. Stop. Wait 1 minute for 'settling'
Repeat steps 1-4 until all cards dropped.
*Check all games playtime and sort them by play time, pick the 30 with the least playing time.
Find the minimum playing time game from those 30. If that minimum is > 0 hours then idle the 30 games until they all have at least 3 hours play time.
Can someone encode this please? This method is reliable and at least 10-15x faster overall compared with Idling one-by-one, especially for newer and refund accounts.

There is still room for improvement here, for example if step 0 doesn't find 30 games and there are other games that have already passed (5min or 3hr) then bump up the number to 30 games by picking the games with the most card drops remaining and adding those.
