Short version: Steam only gives you half a badge set per paid game.

See your badge page, steam tells you how many card drops remaining you have, read the text.

In non-english mode this is what it does. The other languages malfunction a lot, this one is a common error. But yes, it means the same thing. It's "Idling complete" in the other language, but the words got cut off.
