Valve makes money every time someone buys or sells cards, so why would they not want you to have the cards that are due to you?

Thank you for the responses, but my question was never answered above. Do I have to delete the program everytime I open a game and play it or can I just leave it on my desktop and it won't get detected?

The second one. Just turning it off is sufficient, deleting is plain overkill.
