Quick question: Is this in any way against the Steam ToS?
It's an awesome tool and I appreciate it, but like most ways of getting things easier this may or may not be allowed and IDK if it is. Can anyone shed some light here?

Not sure, but Valve seems to know it and overlook it, because it's beneficial for them - imagine people downloading all those games just to idle.

Technically it is not. There's nothing which explicitly allows it either. It's in that grey area which means that Valve ignores it since it benefits them, but they refuse to explicitly permit because SOME jerkwad will use the wording as an excuse to do something illegal.
