When do Card drops?!

Hey guys.. Im a Veteran of Steam...
Been here for many Years. In the beginning Card dropped in first few Minutes.. Few Years ago there was the Patch/Fix , Card drop after 2 hours gametime. This 2 hours rule is still active.
But how does the Dropsrate work after the 2 hours.. Some games drop Games 1 Minute after the 2 hours rule. Other drop 30 Minutes after 2 hours.. Can someone explain me how it works?

It works based on what the developer sets.

So anywhere between 5 minutes and 4 hours.

Sorry to not be more helpful but that's the truthful answer :(
