It's working, Steam only gives you half a badge set per game, you have to buy / trade for the rest and/or buy* more games. *Buy* games, free-to-play games do not drop cards unless you spend lots on in-game purchases / DLCs.

When Idle Master says 'Idling complete' then we know it's working because that means it has read your badge page(s) and seen that you have no card drops remaining - it says this next to every game you have on the badge page.

Idle Master does not give you cards, Steam gives you the cards, Idle Master reads your steam badge page and looks for 'N card drops remaining' where N is more than zero. When it finds a game with N>0 then it tells Steam that that game is running.

Steam drops cards at a rate of one roughly every half hour, but some games can be as slow as one every 2 hours. Sometimes stopping a game will cause a card to drop early.

You can buy cards or booster packs from the Community Market to complete the set.
You can also Craft Booster Packs from gems, this is a bad idea though as normally the number of gems it takes to craft a booster pack are worth much more than the cards you would get. You'd be better off selling the gems and buying cards or booster packs.

If you have duplicate cards then you can trade cards either with friends (often not realistic) or visit Steam Trade Matcher[www.steamtradematcher.com] which can match find matches in the same game. You can also go to the Game's discussion trade page and post [H] cards [W] cards.
