A bit of both I'd say. There's no quests in game, and no limit of buildings, items etc., but one has to manage resources carefully (especially when it comes to food, or people will start dying like flies). Quite a challenging and rewarding game!

Oh yeah, steam does that. I have two -25% off for Pixel Piracy, one -50% for Payday 2, one -25% off for Iron Fisticle, one -50% for Nidhogg, one -40% for Oli Oli, and -25% for Heavy Bullets.
