The Witcher 2 final code was changed at the 11th hour by CDProjekt Red and needed to be propagated to the Steam servers internationally hours before it was set to be released. This is well documented in the Steam forums if you care to look.
Pre-loading is developer and publisher specific, not game popularity specific, though expected popularity does influence the publisher's decisions. I'm sure Square Enix made sure final code delivery and pre-load options on Steam were a priority given the massive marketing effort they've put behind this game.
It is possible Steam specifically requires it of publishers when the expected load on their servers will be too high if everyone is downloading it on launch day, but you'd have to ask Newell about that. Just understand that the realities of going Gold and digital distribution mean that not every game will be pre-loaded, nor do they need to be.

If you are like me - you remember the magic, the captivation, the inability to let go and sleep when the DeusEx.Machina.1 came out.... A solid 24 hours of gaming or more....
You may remember the follow up Deus.Ex (2) - not the same but nearly the great. Fun. Satisfying. Worthy. I need more.
Now... Imagine you are a writer or programmer or artist slaving away for the August release of DeusEx.3 - and you have given or received the contract for the PC version of the game:
WE have been waiting for this game for a long time....
WE expect a lot from this game - good story, good mechanics, good stealth, WOW momments that make me sit back and say - what a mind Cuff*.
It has got to win the gamedeveloperchoice awards - Cuff* the public and feed the mind....

Square Enix is arguably doing a great job advertising the game, but I personally have reached my advertising saturation point, especially after E3 and all the news that came out about BF3, Skyrim, Arkham City... everything.
And as history -and perhaps experience has shown you, if not just me-, the closer a heavily advertised, highly anticipated, pre-ordered game gets to its launch date, the more likely some preview, interview or theory article is going to unintentionally spoil something (and even intentionally spoil something, given this era of Views, Likes, and Traffic). While its great SE doesn't seem to care much about the leak, I for one want to enjoy it fresh as it was meant to be seen on launch night, rather than surgically replaying 40 minutes I'd played through months prior, fine tooth combing for what they might've changed, AFTER torturing myself for months calendar-watching to launch day.
I'm no masochist.
This game is hard drug seriously, I did only that 3 consecutive days playing it 7 hours per day.
I'm saying that to everyone : you're very courageous to wait for the final release, trust me...
I know that the game is only a beta build.
But it is for now, without exageration, the best game I've ever played in my life.
As impossible as it should be, it is better than Deus Ex 1.
Cities are HUGE and there is no loading times as far as you don't go into an important building, you can explore everything, speak to everyone, do what you want... the fully opened level desing is so astonishing that you just can't believe it.
Everything is perfect, exploration, atmosphere, design...
The gameplay is so well done that infiltration is better than Metal Gear Solid, and action shooting is better than Half-Life.
And this was just a Beta version.
Man, without exageration, this will probably be the best game ever made.
I don't support piracy but just download the "demo" if you don't believe me.
I truely don't see who couldn't preorder the game after just few hours of walkthrough.
I've played it 20 hours in hard mode and it is just 25% of the full game.
Think carefully about it before you answer. Ask yourself if you were telling it to someone who knew about the "demo" and yet still decided to wait for the real deal, such as myself and I'm sure many others, if they would regret that you told them.
If you're not sure, don't bother risking it. If it seems safe though, I wouldn't mind hearing a carefully considered viewpoint of the game so far and what they might've done badly.
I just might allow myself to slowly buy into the hype now. The visuals during the Eyefinity video look amazing while not making a $600 GPU a prerequisite, the ingame literature looks stylishly futuristic and supports the scroll wheel and... *GASP* IS THAT THE RETURN OF THE RANDOM NEIGHBOURHOOD BASKETBALL COURT?!!
So pre-ordered~~

No harm, no foul, and I don't mean to sound aggressive but try not to post such a provocative comment on the largest DX:HR Group on Steam based on a guess. It undermines the point of the Group, as it doesn't function like a Forum and won't as easily absorb idle musings and guesswork like one would.
And definitely don't look to the Steam Store's Release Dates to fulfill a DX:HR info fix. As DX:HR approaches primetime, you'll see it front row center on the Steam Store or via Info Updates after Steam launches, guaranteed.
Im hoping this 3rd game goes back to the original style of play with the high tech add in's of now days.
Looks to be worth the wait and story plot as intense as the first which was more about the internet and how it controls all technology in the world.
I acutually fused with the main frame to become a god in the first game so who know's what paths u can take in this one.
But yeah, last I checked STEAM haven't updated with release date to reflect the news.
