I personally like the Buff Buffer, altough Olga the Sniping Machine isn't very interesting, and should possibly be removed.

+1. Also, alongside this change, decrease the scout speed 20%. Its ridiculous right now

I personally like the current rage scatter, so I think there's no need to change it into what you suggested. I do however want to see a small buff to the scatter, namely a slight decrease in max accuracy decrease and a small increase in max damage, perharps 10%.
