Chdata's server is more of a sister server. He is the main developer, but keeps most of his weapons and fixes to himself.

This is my guess based on your screenshot.... what settings do you play TF2 with?

If you play on lower settings, then you will sadly not be able to play on our servers.... "texture quality setting may be too high". The models (by default that we can't change) are set to high quality settings.

No, you don't. Just connect to our servers, it should download the files that are required. That's all you have to do.
