I did add "While spun up, damage vulnerability is increased every second, up to 25% in 15 seconds" penatly on the last update. So making the heavy move slower, would cause him to die very easy.

You read it wrong, it says that the movement speed penalty while spinned up is reduced by 25%

Lv 1. 25% faster fire rate
Lv 2. Bullets destroy projectiles
Lv 3. 10 health regen per second
Lv 4. 50% critical hit resistance
Lv 5. 50% Life Leech

I suggest these level changes since not many heavies get to lv 5 and life leech is a preety strong buff for it being only the first level. Idk if I made correct decisions here but hopefully you know what I mean by this.

Is anyone gonna give any actual opinions on the balances I've suggested?

Outlaw bow balance

I think that putting 15% instead of 10% chance for every effect make the bow much more reliable and sure
For counter balance this, remove the 5% chance to instakill

I personally wouldn't even try to balance this weapons. It whole mechanic is stupid, it's like relying on random crits to get kills

you get the bonus if you're at 75 hp and you keep it until your hp is 50 or higher

I edited it and forgot to edit that part too, there both suppose to be 75
