Mod? Did you mean a Sourcemod plugin? If so, the source code of CW3 is publicly available.
Download the CW3 Starter Kit[forums.alliedmods.net] and take a look at cw3.sp.

They wont just give it to you. It's somewhat top-secret-super-private-fix.

Can we change weapon stats ?
Well, you can change TF2 weapons' stats with TF2Items, not sure about this plugin
