my suggestion for a rework for the pick.exe:
(+) Fire rate increases as health decreases
(+) 75% resistance to knockback when active
(+) On hit: +10 health
(-) Damage decreases as health decreases
(-) This weapon holsters 25% slower

allows you to get up in the face of enemies. i get that the weapon is supposed to be like the eviction notice in that at the cost of less damage overall, you can deal it faster, but the eviction notice was completely unused until it got the speed boost on hit buff. and even then, it's still kind of underused (but that's just because the G.R.U. exists).

Theray has tried to optimize the code for the "Firkin Flamer" 3 times (I think).

The fun part about this weapon (attribute), is that, in Advanced Weaponiser 2, it would automatically decreases the fire rate by 100% in ONE miss (there wasn't any stack mechanic), but now, in Custom Weapons 2³, it decreases the fire rate by 10% up to 10 stacks (100%).
This means that the weapon received A HUGE buff with its port to CW2³.
You should think about this. ( ͡° ͜ʖ ͡°)

This would make it more balanced and add the statagy to avoiding a heavy, running. The problem with the current one is that it doesnt have real downsides that keep you from going a murder spree, the only downsides that it has are easily solved by just picking up ammo from dead bodies and having a medic on you. The current Leech is fine as it is, I suggested the additional stat to make it more true to its name. Its an interesting spy watch that should be covered more in depth. But I do like your idea of making it replace ammo with health, how about add: Ammo turns into health but you still recieve 50% ammo from ammo packs
