Some nerfs on ghost charge
-50% primary and secondary ammo carried
- MFD for 3 seconds sfter charge
- user cannot carry the intel ctf and the jack on pass time
-25 hp
remove +1 second in charge duration

ghost charge isn't overpowered mate
it's quite easy to play against due to the charge trail

Mini-gun for heavy ofc

(+) can fire while spining up
(+) have X% chance to ignite the victim, depending on the damage done in the 2 previous second (200 damage = 100% chance)
(+) +20% resistance to everything while spinning
(-) -50% spin up rate
(-) -40% attack rate during spin up
(-) -30% movement speed while deployed

What I dislike the most is weapon that give temporary boost on kill
It's just not healthy, making the weapon both weak and strong, but "after making a kill" is rarely a great way to balance (see you Maxime)
That also maybe why that melee/shotgun for pyro is so unpopular

(+) on meat-shoot (more than 66% max damage) : gain a speedboost for 2 second

(-) knockback is affected by damage falloff (view velocity is greatly reduced by distance)

Lets redo the Chainshoot idea, into, maybe, a more "usable" weapon

SkullStreak Rifle

(o) on headshoot : start "chainshoot"
(o) chainshoot show critparticle, lost on miss
(+/-) during chainshoot : instant charge, -66% bodyshot damage
(+) headshoot during chainshoot is your score
(+) your highest score increase your attack rate and reload rate by 10% while scoped
(-) -100% charge rate

For exemple : if your best score is 3 consecutive headshoot, you gain permanant 30% attack rate and reload rate on scoped shoot

Chainshot can be kept as long as you don't miss

Pocket Zeus
PDA for engineer

(+/-) your teleporter are now zapper, able to damage ennemies, but can not teleport anymore
(+) fire "reflect powerup thunderbolt" to ennemies in a 450 hu range each 0.75 second
(+) the thunderbolt slow the victim, deal 5 damage and refresh their malus (like bleed or jarate)
(-) teleporter cost 50% more

Quick Reinforcement
Wrench for engineer (to avoid conflict with eureka effect)

(+) +50% ugrade rate
(+) reduce by 50% your teleporter cost
(+) exit teleporter are built 80% faster
(+) ubercharge allies on teleportation for 1/2/3 second (depending on entrance level)
(-) exit teleporter self-destruct after use
(-) disabled your buildings when you ugrade them for 0.75 second
