Ok, The Hand-Cannon needs a COMPLETE Re-Balance.

The new stats (In my opinion) Should be...

+500% Bullet Bonus per Shot
- 75% Less Damage
- 70% Less Ammo Carried ( 10 Shots instead of 9)
- 250% Less Accurate
- 90% Slower Reload
- Cannot be Crit Boosted

This will make the weapon (Possibly) more used and Stronger.

The bullet bonus seems to be a bit too overpowered. I haven't used the hand cannon or even heard of the stats but this seems a little too much.

That hand-cannon got removed long ago lel

The comeback of the mighty rocket launcher

Reduce projectile speed malus to -15%
Add accuracy scales damage by -50% (mean that multi-rocket hit will deal less damage)
Increase a bit the angle between rocket
Reduce the damage penalities to -33% (and -25% for the middle rocket)
Remove blast radius penalties
And maybe an hidden 25% less damage falloff to balance the reduced projectile speed

Damage table
100% with middle rocket
75% with any side rocket
~137% with 2 rocket (instead of 175%)
~166% with 3 rocket (instead of 250%)

The Law must be a rocketlauncher against group, not someting to one-shoot at close range or make ultra rocket jump

can't you say what attribute 126 is?

I said it... It's "while active" attribut (if I have a good memory)
And it's applied to all attribut of the item

So you get resistance only while healing

I think im speaking for everyone here, I HATE THE INCENDINARY CANNON. Its damage, the afterburn, THE RADIUS AND THE KNOCKBACK. Every single aspect of it is annoying. I suggest nerfing the splash radius and the knockback or jusr removing this weapon.

I don't think that it's bad
I prefere meet an incendiary cannon rather than a Phlog
The pyro have to throw away his flamthrower to become more ranged
It might feel unfair to be hit by a fireball... But it mean that going at close range with those incendiary cannon user give you the opportunity to kill him easly

I'm not the only one coder in the CTF2W group you know, and surely not the best.
Also, I'm not even in a break, I just don't want to code at all for TF2 or anything related to it, I'm into the Dota 2 Lua Scripting right now which is, well, harder (but better, less messy I think AND GIVES WAY MORE FREEDOOOOM) than SP and, to end this, since I'm a betrayer, I've bought Overwatch recently. Outback Outlaw: Instead of completely random effects, some sort of meter that constantly goes up and resets at 100%. Depending on how full the meter is, you will get a different effect. So if you fire at 5%, it will always have the same effect. When you're charging the weapon, the meter goes slower, so you can time it easier. It would also show on the hud which effect is currently on. As a downside for this it would require full charge for the effect to work, and charge slower.

I think that putting 15% instead of 10% chance for every effect make the bow much more reliable and sure
For counter balance this, remove the 5% chance to instakill

I personally wouldn't even try to balance this weapons. It whole mechanic is stupid, it's like relying on random crits to get kills
