That is the tilde key, but I figured it out. The issue is that World in Conflict does not recognize the key on windows 7 ultimate. On my other windows 8.1 machine, it works like a charm. It's probably an issue with either windows or the game itself.

Anybody have a fix for the tilde key not working on World in Conflict? Yes, I am using the shortcut with -console at the end of the target.
