It's an expression; all Emperors were greeted as Caesar; Caesar and Augustus were both titles given upon succession to the throne (i.e. Tiberius Claudius Nero Drusus Germanicus became Tiberius Claudius Nero Drusus Germanicus Caesar Augustus)
