not sure but i think you have to have 3 + people for the juggernaut, because he only has showed up for this one match when we had 3 people and all my other matches were solo or just with one friend

he spawns on every infested mission after you hear his roar. just look around the whole map and you will find him eventually.

The removal of Frost prime etc is probably just to free up space for volt prime as the loot table is pretty full at the minute. And i have a feeling their reworking frost in some way.
IIn the community feedback poll they asked what players thought about frost and his abilities.

lick windows, get some friends and lick more windows, find some random players and lick some hidden windows, level weapons you hate, farm, farm potatos, look for rare containers, lick a window you didnt see before :Excalibur:
