Well, you pretty much just need 3 people for a successful group, or even 2 if you have good people. A leader, a naval commander, and an army commander. And most of the roleplay is external after all.

The last period of internal roleplay I can recall was the brief semi-civil war in the Galactic Republic, which was heavily critized by certain members, and lead to the defection of some people

In other words, I believe your theory is fundamentalyl flawed.

So in the end, the solution is to get rid of the boots....

Boots: Less people = Less fun
Boots: Less fun = Less activity
