Maybe your localconfig.vdf got corrupted?
You could try exiting Steam and then editing that file manually.
On Windows it can be found here:
Look for the line with these text strings:
and then edit the second string in quotes (example: "about:blank" is a new tab)
Alternatively you can delete that file and let Steam recreate it, but this will mean most settings get reset and need to be configured again.
Further ideas? Bug is still in effect as @Mango is also experiencing.
Make sure Steam is exited completely, then just move the file to another location as backup.
Start Steam, and go through the settings menu to configure everything again.
Shouldn't take long.

Now you know how to fix the bug as well.
Good luck with it.
1) Delete the browser cache of the Steam client:
Settings > In Game > Delete Web Browser Data > Delete
2) Exit Steam completely:
Steam menu > Exit
3) Delete "localconfig.vdf" again:
"C:\Program Files (x86)\Steam\userdata\<SteamID>\config\localconfig.vdf"
4) Delete the contents of this folder:
"C:\Program Files (x86)\Steam\userdata\<SteamID>\7\"
Yes, you can delete all files & folders inside the "7" folder.
5) Delete the file "config.vdf":
"C:\Program Files (x86)\Steam\config\config.vdf"
6) After that, please start Steam again.
You will need to configure your settings again,
so make sure you carefully go through the settings menu.
7) Please try setting the homepage again.
Does it allow you to edit the text field?
Does it remember the homepage after closing / reopening the settings window?
If this does not work, then I'm honestly out of ideas.
I like the assurance here but I nuke registry keys for ♥♥♥♥♥ and giggles so I don't care if I break things.
