Because security of their account and everything that happens on it is their own responsibility. Account is used to cheat, account gets banned. It's entirely irrelevant who was using the account at the time. Your account gets phished and scammer uses it to cheat -> your account is banned. You let friend use your account and they use it to cheat -> your account is banned. You family share your account with strangers and those strangers use it to incheat in one of your games -> both their and your account gets a ban.
