ISSUE
Recently (started this week or the previous week) my steam games have been having an issue when switching between games. When clicking one game in the background it flickers (brings the clicked game screen to the front, but immediately brings the previous game to front again). By spam clicking the game window, which is in the back, it brings the game to front and stays in the front. This bug does not occur every time when clicking a game in the back, but about 9 out of 10 times it does this. Only occurs if switching between steam games: currently active window is a steam game and clicking another steam game in the background. If currently active window is not a steam game and a steam game window is clicked, then it works correctly. Does not occur on other windows (e.g. browser window, file explorer etc.).

STEPS
Have multiple steam games running
Click a steam game window (making it currently active window)
Clicking another steam game window

RESULTS
The other steam game becomes active for a millisecond (9 out of 10 times), but the previously active steam game window is back as the active and visible window.

EXPECTED
Switching between steam games should activate the clicked steam game window and leave it active until clicking another window.
