Changing the Default Recording Length in Game Recording Settings does not Propagate to Unset Children
Issue:
When enabling game recording in the steam client, and changing the "All Games"/"All Other Games" recording length, it does not affect games that haven't been manually set.

OS
Windows 11

Steps:
Open Steam Settings > Game Recording
Under "Select your recording mode:" select the "Record in Background" radio button
Under "GAME-SPECIFIC SETTINGS" > "All Games"/"All Other Games" change length from 120 minutes to 10 minutes
Open Steam Library
Right click on a game, that hasn't had its time manually set, in the list and select Properties > Game Recording
Observe that the game is still set to 120 minutes of recording length

Expected:
In the steps example, the expected outcome was that the viewed game would be equal to 10 minuets. Every game that hasn't been manually set should adhere to what the global recording time is set to.

Extra Notes:
A discussion started last year and replied to 5 months ago has been made here, but I didn't want to necro as I wasn't sure if this was the same issue, or a different issue with the same symptom.

Attached here[imgur.com] is a screenshot of me manually changing/overriding games to be 10 minutes even though the "All Games" setting is already set to 10 minutes. When I delete the manual changes the games revert back to 120 minutes.
