When I try to shut down my Windows PC directly from the Steam menu using my controller (similar to SteamOS behavior), the system gets stuck and doesn’t complete the shutdown.
The screen turns black, but fans and lights remain on. The only way to power off the PC is by pressing the physical power button (force shutdown).

After turning the PC back on, Windows automatically performs a “repairing drive” or “checking disk” process before booting normally.

This issue seems to happen specifically when:
• A controller is connected (in my case: Rexus Gladius GX300, but similar to DualShock layout).
• Shutdown is triggered from Steam Big Picture Mode using the controller, not from Windows Start Menu.
• Steam Input is active.

This bug doesn’t occur when I shut down from the Windows Start Menu.
Please investigate if Steam is hanging on shutdown due to controller services or SteamInput driver still running in the background.

System details:
• OS: Windows 11
• Steam Version: Latest Stable (not Beta)
• Gamepad: Rexus Gladius GX300 (wired via USB receiver)
