The Issue:
When I initiated the uninstall process for Sid Meier's Civilization VI (AppID: 289070, installed on Drive E:) via the Steam Client, the uninstaller hung and did not stop after removing the game files. Instead of aborting, it proceeded to recursively delete files on my System Drive (C:).

Steps:
Open Steam, and then uninstall Sid Meier's Civilization VI.

Result:
Critical Data Loss. Approximately 40 GB of data on my C: drive was wiped, including the Program Files directory and my personal data in C:\Users\[USERNAME].

Directly deleting this directory will cause the system to start deleting the C drive.

The logs in `C:\Program Files (x86)\Steam\logs` seem to reveal that, after a "No Connection" error prevented the uninstaller from retrieving the file manifest, instead of aborting the operation safely, the client defaulted to a "deleting everything" command.
