The discount still applies, it just doesn't display in a clear way. The bundle is at the full discount listed (the number crossed out), and then some games within it happen to be on discount but it's only 1 at the moment you looked, so that means games within the bundle are at a net 1% off -- really you are getting the bundle at the discount level that is crossed off + a slight additional discount because of a game within it being on discount.

So just a UI oddity, the bundle is still fully discounted

If you check the special bundle page, you can see it displays better -- it shows the discounts as additive with a plus symbol between them, and nothing is crossed out: https://psteamproxy.yuanyoumao.com/bundlelist/1363080

I think that might be a new fixed way of displaying bundles that just hasn't had time to be implemented on the store pages yet
