Client does not respect trusted roots
As the title exclaims, the Steam Client does not respect my explicitly trusted Root CAs I installed and trusted on the system.

I'm that "paranoid guy" who runs an enterprise firewall appliance at home with DPI-SSL enabled. Complete with AV/Malware scanning enabled, etc. (Yes, I pay for licenses at home).

I would prefer NOT to whitelist entire services or hostnames. So PLEASE DO NOT recommend me to whitelist Steam!!

I've tested this on various Linux distributions, as this is where the problem exists.
My CA is setup in various certificate root stores, including system-level directories (per distro/flavor), and even JVM and NSS stores. Everything else works flawlessly.

Tested on:
- Ubuntu, CachyOS, Mint, Steam Deck

This seems to be a client regression in the Steam client itself.

I trust my own Root CA. User's should be able to opt-in and toggle full allowance, or just trust system roots.

Please take this into serious consideration!
