ISSUE
I'm unable to update or download games that were recently modified.
Games that weren't updated recently work, as do older depots or beta versions (older versions) of games that cannot be updated.

STEPS

• Try to update Cuphead, which recently modified its "UnityPlayer.dll"

RESULTS
Corrupt Download

EXPECTED
Update completes normally

STEPS 2

• Try to download the VC 2022 Redist depot of the Steamworks Common Redistributables, as it too was updated recently.
  
• Open console with: win+r "steam://open/console"
  
• Try to download depot with: "download_depot 228980 228989 3514306556860204959"

RESULTS 2
Depot download failed : error unpacking chunk for file "...\2022\installscript.vdf"

EXPECTED 2
Depot downloads normally
