Same issue causing both Friends Window and most Chat Windows to open in different places on the screen rather than the last place they were. In previous Steam versions this worked, but has been broken for weeks now (don't even know how long).
I would expect that after changing settings back and forth several times and restarting Steam those settings would take effect and the windows would open as expected (in their previous location)

This also affects other windows such as "Recordings & Screenshots" and "Game Servers".
They will not remember their position on screen and always open in the center.

EDIT: This is about the main client windows and not about the in-game overlays.
