ISSUE
The steam client will go through the standard startup procedure but at the end of it will simply say: Failed to apply update reverting.

This would not be an issue except for the fact that i cannot acess the store anymore nor does the popup for offers work, they simply display a blackscreen of nothing, the store appears to be loading but does so endlessly and displayes nothing at all.

STEPS

Started up my pc steam started normally as always but failed to update.
I went ahead and reinstalled it multiple times on different hard drives and in different languages.
I went ahead and removed all files from the steam folder aside from steam.exe and steamapps.
I Removed steam and cleaned my registry of all steam entries.
I went to Steam Settings and tried to clear the download cache but it didnt work.
I opted in and out of the Beta client.
I tried changing download region.
I have run a virus scan multiple times with no threats discovered.
I went to steam and checked for steam client updates which did not work since it fails to apply them.

RESULTS
My steam works in limited capacity, i can download and play games online and in big picture mode the store works fine, but i cannot see the store or the offers generated when you log in.

EXPECTED
To see the store page and the daily offers.

NOTE
I honestly dont know what to do, ive done everything i've been able to find online and nothing has worked, anything short of reinstalling my computer seems to have failed and this seemingly happened randomly out of nowhere, i was using the client perfectly well the night before and it just stopped working all of a sudden.

I would really appriciate any help offered. :)
