It doesn't work on my PC
I unziped the file with the fgd folder. I don't have an application in it with the name "SDK Launcher.exe" I only have "Source Multi-Tool" , "Read Me.txt" and the fgd folder.
When I start it there is no window from the tool. There is only a process which disappears after a short time.

Are you using multiple hard drives by any chance for steam and/or steam games?

yes but thy are on the same drive (the Source SDK-multitool and the Source SDK)

I have the same problem - Windows 7 with two drives but moving it to my main drive (even steam folder) doesn't seem to make a difference :(

I also have two drives (Well, it's only one, but with some partitions) and I use C:/ for installing programs and F:/ for steam games... and I've the same problem. How can I fix this?

same problem for me when i launch it, it is in memory 1 sec and disapear without any windows or splash screen

Same here but on W10 , tried compatibility mode and nothing work :x , too bad
