They aren't banning people for it but as it is an exploit the people who did it may have consequences. That's all I have read about it.

They're not banning people for it, and if they were going to it wouldn't be a VAC.

Trade bans are for scamming, not VACs. VAC is for cheating in VAC enabled games.
