And as for regarding a good map, we'll still need suggestions, something that majority of player can enjoy.
In summary, if you want an enjoyable experience for everyone on the server, admins and players alike, DO NOT give admin to those who, in the past, have proven to be unreliable as a server administrator. A good map doesn't hurt either.

A combination of players not following rules and admins failing to enforce them cause most servers to shut down within a week or two, and this constant fluctuation of the playerbase leads to a lack of quality and finesse. More often than not in the past year of PW we've seen admins abusing their powers and players disregarding rules. Most admins either have their heads stuck too far up their own asses to care, or are too afraid to ban them as the community numbers would fall leading to the server becoming "dead".
