You may disagree on this, but addons can and will always provide advantages. Something that may not seem as an advantage to you, is actually an advantage to them.
UAC has been around for a while now and has been in every pWg tournament, but STILL people don't know how to use it. People in this community really are way too lazy to even read a simple ruleset, let alone this comment.
Not only that, but UAC has its flaws on certain computer setups aswell. Freezes during screenshots or just a much lower FPS.
UAC is a nice idea, but it's not perfect and it can actually be bypassed.
People are not going to put even more time into getting an actual PCW just to use an anti-cheat that isn't actually supporting L4D2.
