Update 1.2.3: Loose Cannon tweaks

Added two new tweaks to the Loose cannon:

- Chain cannon:
cannonballs will chain between multiple targets

- Seeker shot:
cannonballs will copy the velocity of the target, setting up a double-donk

The powerbar is now left-aligned

added Config menus
You can now adjust the X and Y position of the powerbar
also added support for changing the powerbar style

your configs are saved between sessions!

Update 1.2.2: The Cvar-ination

Added the stoic perk from Payday 2 as a tweak for the bottle:

On taunt with melee out, gain 75% resistance for 8 seconds.
Afterwards, you take the resisted damage over time.

The applied damage over time counts as melee damage.

Showing some love to the following weapons with custom tweaks.

The Chargin' targe:
- Energy Leech: restores power based on how much damage you deal
- Heavy Shield: gives 80% resist to all damage for 75% slower move speed

The Splendid Screen:
- Electric Charge: uses power to deal up to 4x damage
- Short Charge: 2x damage with a shorter charge time

The Tide Turner:
- Flying charge: full directional control both vertically and horizontally
- Super-Dash: gain a large speed boost when starting a charge

The Bison:
- Forceful shot: deal slight knockback to robots
- Energy Leech: regain 5 power on hit

The Pomson:
- Staggering shot: cancel target's velocity on hit, stops charging demos
- Energy Leech: regain 15 power on hit

The Gas Passer:
- Heal Jammer: bots hit by the explosion cannot be healed for a short time
- Marking explosion: bots are marked for death for a short time
