Yes, 3:1 for cards to booster packs is fine. I find it is an easy way to get the last 3 cards i need for a badge without the risk of ending up with a booster that has 3 cards you already have and then having spending the time to trade all those, as long as your are fine with loosing the chance of missing the foil.

Thank you. It's as I assumed, but I wanted to make sure it fit in the 1:1 rule of this group and was visible to all. Any chance of updating the group overview with a more comprehensive and consice ruleset for both existing and new users to easily find?

I agree with what was said above - a foil drop in a booster pack is quite rare, but if you're brave enough, you can try your luck and open it I think i read somewhere that there is a foil drop in every 4 booster packs, according to some Steam rep who leaked that info. So, the foil card is not actually inside the booster pack but is generated live, randomly, based on actual Steam server stats.

Out of the ~20 boosters I've opened, I've gotten 3. Rare, but I count myself lucky with Steam Cards.
