High/Med/Low on its own isn't really helping anyone. How about setting up Divisons? Having oF and Snails in the same "High" Category (even with the skill pointed out) Is.. yea. Would help a lot more than half the teams just being "mid" skill. Most new formed Teams will be Div 4 anyways, picking the other Divisions should not be that hard.
