Setting your interp to 0 and ratio to 1 with 67 makes it less than 66.666 which is what the server runs at. The only time you are going to interpolate instead of extrapolate is if your ping drops and you grab a frame early.

If you set your updaterate to 66 instead you interpolation time would be 15.15ms. This leaves only 0.15ms extra. Ping fluctuates. When your ping increases by 0.15ms between an update you're going to extrapolate instead interpolate.
