I'm not sure what anti-installation gear you can even get that early. Sanshiki and AP shells, I guess? Maybe a daihatsu or two from early quests, but no ships but Mikadzuki Kai to carry them. Maybe mortars from a quest too?
If you need help with anything, I'm subscribed here, or you can comment on my profile or whatever.
