Also, it is my understanding that if you purchase the game direct you get a steam key and a secondary key.

It's only been given an AO rating by ESRB so far which will only restrict it's sale in USA. PEGI (European Ratings Board) Won't give it an AO rating.

Hotline Miami 2 was banned in Australia but I still managed to purchase it through steam, didn't have to change my profile in any way either.
