I have thousands of Steam Points saved up, if you make this mod I'll gladly gift you all of them :D
All I can say is download RPFM from github, create new pack, right click on "unnamed" and Open with pack, select datadb.pack in 3K/Data and toy around with what you feel is best.
If you wanna open a preexisting mod (aka mine), go into workshop/content in steam. Find my mod and save a backup in 3k/data and edit as you please.
Currently I have no plans to change anything. But you are free to do it yourself of course!
I believe the Wei army was more with great shields being a strong infantry in history where as Liu bei was more the rounded shields. Liu bei's military was still a strong infantry, easier to maintain but weaker than Wei's basically a Shu-han quantity vs Wei quality, Zhuge's Strategy vs Wei's equipment as both had stronger infantry than Wu. I don't know if this helps or not.
Also love the bandit overhaul mod, I played bandits for 20 turns when i first got it and immediately quit and your mod made me enjoy the bandit factions!

For the VC: a quick reskin of Mannfred to go with your great Volkmar's reskin (they're kind of antagonists in the campaign too :p). Some gold lining on his armor and red cloth would look great, match his faction colors better and be more in line one of his greatest depiction ( https://static.wikia.nocookie.net/warhammerfb/images/7/74/Mannfred_von_Carstein.PNG/revision/latest?cb=20150724201838 )
For the DE: a quick reskin of the har ganeth executioners' helmet. It always annoyed me how the back of their heads is exposed: gicing them some kind of executioner hood underneath like they did in Vermintide 2 ( https://cdn.akamai.steamstatic.com/steam/apps/1196792/ss_1edbcefb5c4836691362eecce7a1875c60e49ba1.1920x1080.jpg?t=1645464908 ) would be look great. A full helm variant covering the back of the head might be cool too.

Could you make a custom character strategist to join the player?
with traits: (clever, scholar, tranquil (replenish))
and standard strategist skills in standard places (deluge, inspiring surge)
but with poison volley instead of wisdom of the river...
and starting with a bronze bow?
(ideallly, the char would look like He Yi on the map (but i dont know if that is possible))

Can anyone tell me where can i find in the scripts the settelment and faction names list. I wold like to edit some if its possible, but i cant realy locate the folders :S
Is it possible to import Liu Hong politics mechanic and add them to 3k factions like cao cao etc?
Is it possible to make all faction have access to imperial intrigue, but rebels and bandits will naturally have low imperial favor, and some friendly nanman factions like Shamoke will kinda have higher imperial favor ?
Is it also possible to make spy available for nanman factions, like they can send spy to other nanman factions?
Is it possible to make a scripted event where a Xianbei or Xiongnu Invasion will occur in the north with some stacks of army kinda like the chaos invasions or the huns, basically looters but an actual invasion?
I really wanted to see someone to make mod about these if they are possible :)
As You may know, mid- to lategame bandit armies gain more loot than they can get rid off (especially if they have a strategist in the army). This sadly also reduces the campaign movement drastically.
My idea was to remove loot gain from all stances but the raid stance. However I cannot even find the tables associated with loot.
Maybe you can help me there.

I am not quite sure how that would be done, since she has garrison that is linked by all other bandit units via campaign groups. Not quite sure, but you could use assembly kit and use global search function to see how it's linked together.

I'm in the middle of creating a mod for Zheng Jiang with all women units, including those obtained from the tech tree. So far I have that part working just fine....
Where I am stuck, however, is changing the garrison troops. I've studied your captain's retinues mod, and that gave me some ideas, but I"m unable to make my units appear in the garrison, sadly.
Any help you could offer would be greatly appreciated and I totally understand if you are not inclined to help......
I could publish the mod as "friends only" if you would like to take a look.

Liu Chongs new spear unit you did is nice^^ kudos for that, I noticed you round a few out (like zan) to 4, would you consider doing a sword/shield unit in the royal style for Liu chong at some point to round out his 'royal roster' :)
As its should be for the Player to stop them, not the NPC, just lets see if the actual stacks do the jobs, and the Play gotta win against the thinned armies.but like said, only my opinion.
