Is it worth buying on PC?

I will use this group to review many PC games and give them a rating from 1 to 10, it will not be gameplay wise, since you can get that from IGN etc, but it will be more like does it include FoV changer, Dedicated server, p2p, mod support, good optimised, Steamworks, 3rd party DRM etc.
