Variable %APPDATA_LOCAL% wont exist on my system
Simply do this instead, I do it on any WinOS PC I touch.

Regardless of your Windows OS, press WINKEY+E
Right click "Control Panel" on the left-hand side > click "Open in New Window"
In Control Panel, click Catagory > Large or Small Icons.
then click Folder Options and change those to these...

Click OK when done to Apply the changes.

Now left-click back over on Windows Explorer window and press F5 key to Refresh.
Now on that left-hand side, look for your User Account Name and click that.
You should now see your AppData folder, right-click that folder and click on Properties.

Un-check the boxes for Read-Only and Hidden so there is nothing in the boxes, then click OK to Apply to that change to all sub-folders and files within that AppData structure.
Wait until this process completes; if you have a ton of data already inside there, or a slow drive, this will take some time to finish the applying of attribute changes. If you get a popup regarding can't access or change certain files, this is fine, simply click "Ignore All" and then files where this can't apply to will be skipped during this change.

When done, now your AppData folder is easily accessable via your user folders.

Also you will find it useful that once the classic Control Panel has been opened, that you right-click it down in your Taskbar and click "Pin to Taskbar" as a means of more-easily accessing this under Win8/8.1/10

If you do use Microsoft OneDrive, ensure that folders like Documents never get backed-up and/or sync'd by this App/Service. Otherwise it may screw up any save-game files for Games that like to save under the "My Documents" structure and such.
