Go into steam. Then click LIbrary, then unturned. Then you right click and go to properties, then validate game files.

I FIGURED IT OUT ALEX! Inside you steam apps folder, go to workshop, find the downloaded workshop mod (alicepacks for example) folder, copy it and go to the server>your server>Workshop>content. paste it in the content folder and it will apply the mod to the server. you can do this with the other folder "maps" if you want to use a workshop map
